Job summary



We have a rare and exciting opportunity for a registered health care professional to join our corporate nursing team as the Lead for Learning and Professional Development. They will be responsible for the ongoing development, delivery and evaluation of the Trusts Learning and Professional Development Strategy for Nursing, Midwifery and AHPs.

We are looking for an individual who is passionate about the development of others and can bring innovation to the role in terms of creativity and different ways of addressing workforce development needs. The post holder will need to have a wealth of experience in the area of workforce development and transformation. Main duties of the job



The post holder will work as the Corporate nursing Lead for Learning and Professional Development working collaboratively with service, education and professional leads across all directorates. They will be responsible for the development, delivery and evaluation of the trusts Learning and Professional Development strategy. This will include the development, monitoring and reporting of the L&PD work plan and effective management of a range of funding streams to ensure value for money.

They will manage the direction, development and performance of: workforce redesign/development programmes to address workforce challenges, the commissioning and delivery of education and training including pre-registration nursing placements and delivery of the national apprenticeship strategy.

They will also lead on the strategic development of policies, procedures and governance, ensuring a strategic coherence across workforce and staff development initiatives. Providing leadership, expert advice and support to management teams across all directorates on best practice in relation to professional development. They will also drive the culture which values the importance of developing teams to ensure staff are well supported in their roles and able to deliver safe high quality care.



About us



The corporate nursing team are a friendly and supportive team who work collaboratively to ensure we delivery high quality patient care and ensure our workforce is fit for purpose and are well supported in their ongoing development. To achieve this we have recently invested in expanding our corporate nursing team and there is a significant focus on the professional development of the workforce. We have introduced a number of new initiatives over the past 18 months months including a Learning and Professional Development Strategy, internal development programmes and the restructuring of our practice education teams. Due to the retirement of our existing post holder we are looking for an exceptional individual to help us build on our existing achievements.

Professional Development


To be the trust lead for the development, delivery and evaluation of the Learning and Professional Development strategy. Leading on the newly established Learning and Professional Development subgroup to take this work forward.

To ensure effective governance is in place for educational and development activity which includes meeting HEE quality standards for education.

To provide specialist knowledge and expert leadership to support the development and implementation of sustainable Trust wide approaches for workforce transformation and professional development.

To work closely with directorate management teams and clinicians to proactively identify opportunities for workforce redesign and development initiatives to improve the sustainability of safe, high quality services. For example the introduction of band 3 roles across identified services

To ensure all elements of development programmes are planned and managed, that work is aligned to service delivery and interdependencies are identified and managed.

To monitor the performance of learning and development initiatives which supports the delivery of the Trusts Workforce Governance/Clinical Workforce strategy, against the plan and timescales, reporting any variances and revising priorities as required.

To lead on and facilitate the development of trust wide policy, policy changes, protocols and procedures for designated learning professional development initiatives as outlined in the strategy. This will involve wide collaboration and consultation.

To either lead on or provide specialist expert advice and support to others when developing business cases linked to remit of the role.

To work in partnership with clinical teams to provide expert advice and support in accessibility and availability of learning and professional development activity including new and redesigned roles.

To work with internal and external leads for international recruitment to ensure the delivery of a comprehensive, quality assured and robust process for training and development for overseas nurses.

To lead on designated recruitment processes. Ensuring robust assessment processes to ensure the right staff are recruited into the roles.

To propose, secure and participate where relevant in research and audit projects related to professional development


Education and training


To have a working understanding and up to date knowledge of national and regional workforce initiatives and education and training commissioning.

To be the trust lead at relevent ICB/HEE workforce and education meetings.

To respond to and lead on strategic implementation of identified national and regional workforce initiatives ensuring new systems and processes are embedded into Trust ways of working. For example the new national preceptorship framework.

To use expert specialist knowledge to influence and work in collaboration with all education providers and partners to ensure high quality delivery of programmes which meet service requirements.

To identify, manage the performance and progress of designated internal and external workforce education and training programmes, working collaboratively with local teams and providers to review and revise content and structure as required.

To lead on the strategic implementation of the Learning Needs Analysis (LNA) framework to inform all future commissioning of education and training to support the development of the future workforce.

To act as Trust lead for the implementation and management of the National Apprenticeship Strategy across the entire workforce within HDFT and HIF

To lead on implementation of national quality standards for apprenticeships, ensuring the Trust meets good practice guidance

To be responsible for own personal continuous professional development


Management and Communications


To provide line management and expert leadership to the Lead for Clinical Education and Learning and Professional Development Facilitator. Ensuring effective delivery of the related portfolios of the teams for example, CSW and preceptorship programmes and preregistration students.

To work closely and collaboratively with a wide range of internal clinical and education leads across directorates and professions to ensure a joined up approach to the delivery of the Learning and Professional Development strategy

To engage with internal and external networks of best practice and sharing initiatives at regional and national events

To represent the Trust at national, regional and local events and meetings, deputise for the interim deputy director of nursing where required.

To collaborate externally and internally with HEE, NHSE, corporate and clinical leads on a wide range of workforce transformation and staff development initiatives.

To significantly contribute to various Trust and external meetings, leading as appropriate on following up actions and activity providing relevant and timely feedback.

To maintain clear records and report on performance and expenditure related to HEE and regional partnership activity at relevant Health Education England and regional partnership meetings as well as local meetings as required

To deliver formal presentations to stakeholders on learning and development activity, some of which could potentially be challenging

To disseminate information /make information available in an understandable form to ensure consistency in understanding new process and procedures.

To receive, interpret and provide highly complex information from within and outside the organization to ensure the effective delivery of new workforce and educational initiatives.

To be responsible for the promotion of apprenticeships and other educational opportunities via a range of media including trust face book, twitter, open evenings and intranet/website & learning lab

To use expert negotiation skills to present complex, sometimes controversial information to individuals and groups and use negotiation skills to resolve issues which may arise.

To be responsible for ensuring appropriate databases are created, and made available for a range of developmental activities as required by internal and external stakeholders.

To manage and prepare reports and briefing papers as required for relevant trust wide and directorate groups, as well as for external stakeholders.

To be responsible for maximising the use of the apprenticeship levy through working collaboratively with directorate management teams. This will include working collaboratively with workforce and directorates to ensure availability and access to apprenticeships
